Can't Access Website 403 Forbidden As A Visitor (Not Owner)

Before starting, sorry if i posted onto the wrong section. It
doesn't have anything to do with habbo or hosting my own server. But me actually TRYING TO VISIT. This is only website so far that has this problem.

I'm trying to access the following site: raymanpc.com/
The site icon comes up. But then this happens:

403 Forbidden
Request Forbidden By Administrative Rules.

THIS ONLY HAPPENS ON MY MODEM WHICH IS: TPW4G (Telstra Pre-Paid WayPoint 4G)

THIS ISN'T MY WEBSITE: I'm trying to visit the website.
This comes up on every device that connects to the modem.
But it doesn't on any other router/modem.
Which i find pretty weird.
My modem is pre-paid telstra.
