Make sure your intern IP (the IP that the network can see) is port forwarded. Sometimes if you have dynamic IP address, you'll have to port forward to the new intern IP.

You have to login to your router (default: 192.168.0.1 or 192.168.1.1) and you'll have to know the login details to the router.
Usually if unedited it's something like admin, password.

If you do not have access to the router, you'll not be able to port forward. Also if you're sure that the current IP you're having is port forwarded on the router, try to either disable (NOT RECOMMENDED) or add to allow connections in Windows Firewall.

You can find tutorials and documentation by simply using Google.

For port forwarding you can too.

Depends. All Hamachi does is making a virtual network on the internet, that people can connect to. It is not reliable and should not be used to make game servers or private servers, only for virtual LAN purposes (like gaming with your friends).

You are better off port forwarding the actual ports (80, 30000, 30001) and allow connections trough those ports as well in Windows Firewall. If you do not have access to your router and wan't to make an actual public private hotel, you'd be better off buying a VPS. But for just test purposes, you can use Hamachi - Though I haven't used Hamachi recently, so I can't guide you with that - but there's a lot of tutorials on the internet.
