What is the best tut and emu to use to make a R64B retro will the latest content (Candy furni, Dino furni etc).

R64B doesn't exist.
You need experience to add latest furni, setup a good hotel etc.
You can't just do it via a tut.

I presume it's a R63B retro you are asking for, i would suggest you to look in the habbo tutorials section where they would provide you with a detailed tutorial step by step basis and the things as well.
