Any tutorials on making a retro nowadays?

Hello! I used to create small retros to play with friends a couple of years ago but now that flash isnt a thing anymore I assumed those tutorials are outdated. I was wondering if there are any tutorials as I can not find a good one.

Trying to make a private one for me and a couple of friends.
