He Means That The Database Will Have extra Tables For the CMS
Usually You wanna work with The database as much as possible but Phoenix Database Has Only a few tables that can be used for the Actual CMS sometimes New Table are needed to make the CMS for user friendly.
Example:

CREATE TABLE staff (
    staff_no    INT            NOT NULL,
    staff_rank  INT            NOT NULL,
    first_name  VARCHAR(14)    NOT NULL,
    last_name  VARCHAR(16)    NOT NULL,
    gender      ENUM ('M','F')  NOT NULL,   
    hire_date  DATE            NOT NULL,
    PRIMARY KEY (emp_no)
);

This Table would be a easy way to add current Staff and have information on Them! ;3
