Maybe base it off a fan site release and edit it to suit your needs.

Hi i meant any actual portal i have the site just need a admin area as such

you could try and use adminLTE i guess, although it would require you to be able to customise the pages yourself and link it to your database.

simply google AdminLTE, it is very popular in the agency world
