In the CSS, change the body element, add this line under "background-color: #FFF;"
margin-left: 190px;
And alter the "190px" to what ever value you need that to be.

Sorry, this isn't a CMS, at all. Good try though. I don't understand why you really have it in PHP anyhow, it's just a HTML document, with hardly any CSS.
I don't like how you include your configuration files again and again in each function. Surely their is a much better way, also every time you call a method (create user), a new connection is created. That isn't efficient. Create a database class that handles one connection.
