How does one create their own CMS? I've seen retros powered by (hotelname)CMS and was wondering how do you make your own. I want to mainly edit the way my retro's website looks and the layout of it.

I'm following this tutorial and it shows that you need "Server Manager" to be open and running but cant find it administrator tools? I've tried downloading it but after I try and run it, it shows this:
