I'm pretty sure in the brain-config.php folder the /PRODUCTION-***/ link needs to have a slash on the end "/"

post your brain-config.php in the /system folder

Have you got the web.config in your root? Do you also have Helicon installed? Too many redirects means the page is in a redirect loop.
