A CMS does not require a MySQL database to be called CMS, anything can be called CMS if it has some sort of database, heck, I made a flatfile CMS not too long ago.
Although this was ripped (I know because I considered using the design once before), it's good work nonetheless. 5/10

Learn to write proper English before writing. You dont understand the PHP -> HTML concept, PHP controls HTML, not the other way around, you have to make sure that the $_GET variable is a integer before making math operations.

No, seriously, the $_GET can be edited in the URL. Like http://yoururl/?get=value, they can easily edit the value, and if the HTML form prevents inputs, a realtime editor like Firebug can edit it to allow string inputs.
Uhh.. Yuck? Your not checking so that the $_GET is a number, and using the "and" operator instead of && is just ugly. I like how your using the if syntaxes, just like me. :)
Have you checked that the script is properly included (if in a external file) and is written with the correct case? (Maybe its like GetLastTime() or something)
