Depending on what browser you are using, go to your windows firewall >> Advanced Settings. Check that no program has the same port or anything like that. Also, make sure that google chrome or firefox or whatever has been allowed through both your private networks and public.

Have you recently installed any programs?

Maybe something in your firewall is preventing that site from fully giving you itself. (Worded poorly).

Can you say what site is causing you to have this error?

Have you tried running the compatibility troubleshooter?
