What's your goal? To learn to program by making small edits? Or to customize the server?
I think if you're trying to learn, it'll be best to bight the bullet and set one up yourself, it will be tough at first and you may get errors. But you'll learn so much more than having someone do it for you.
Save your money for if you decide to make it public and try do it yourself, this forum will always be here if you get stuck along the way.

Don't buy from a hosting provider who is actively advertising "we setup your retro"

Retros are illegal, copyright material and any legit company will not be participating in such activity
Best option is rent a server, attempt the setup from the tuts on here, if you have issues post a support thread here and someone will point you in the right direction
