Voting API

everytime i put it on i get this error, i have had 4 people look at it, but still no help, it shows up saying vote, when you click vote, it bring you to this.

You don't have permission to access /vote/VistaaHotel on this server.
Additionally, a 404 Not Found error was encountered while trying to use an ErrorDocument to handle the request.

its when you put it onto the client, you click the client goes to vote, click vote, That error come's up, i have taken it off until i get help that will fix it.
