In web design, the client isn't always right.. You need to learn how to use your experience and knowledge to almost "overpower" the client if you honestly think it could look better. Mock it up using similar colours (although red and blue is vile) and see if they prefer it.

It's kinda hard to judge this as the attention is taken straight to the colorful banner
