Server Manager

I'm following this tutorial and it shows that you need "Server Manager" to be open and running but cant find it administrator tools? I've tried downloading it but after I try and run it, it shows this:

You must be registered for see images attach

Cant find server manager anywhere.. :/

server manager is only needed when installing iis and its only on a vps. instead of iis you need to do xampp instead assuming you dont have a vps?
