The "MAIN" plugins I would recco for you is the following , I have no Idea what type of server your creating but here:

-Essentials
-Essentials GroupManager "Much better & Easier thank PermissionsEX,PermissionsBukkit"
-WorldEdit "Required for alot of things such as WorldGuard"
-WorldGuard "Protects Areas"
-LogBlock "Grief Rollback plugin"

And if you need a Minecraft Server host let me know I'll give you a discount.
