[Plutonium T6] Simple bet command release for black ops 2

Figured i'd start releasing some of the mods/scripts ive made for cod over the years from mod menus & mod boards ive created so here's a simple bet command thats compatible with the plutonium client for black ops 2

You will need to add a DVAR to your config: SV_AllowChatBet
