No you don't. You can use a computer which meets the minimum requirements to run a retro. Using your favourite web-server (Mine being Apache, nope I don't touch XAMPP) with a database host, Microsoft .NET, Hamachi/Port forwarding(If you know how to port forward I wouldn't recommended it anyway).
