Mobile Optimization Always Necessary?

Alright, basically I've started to work on my project whenever I get any spare time. For a few months now, ideas and mockups have been made and I've just started work on coding it. Anyhow, details aren't needed for this questing. Basically, what I want to know is..

For a site that would offer next to no value on a non-desktop site (ie for tablets/smartphones etc), is it worth creating a responsive design? I'm asking because my project would have virtually no use on any smart devices or tablets, so I was wondering if it was worth going through the effort to make it responsive?

Sorry for the bad wording, didn't know how to explain it best. What's your opinions?

So it'd be fine to create it purely for desktop resolutions?

I was thinking of putting up a dedicated page for mobile users explaining why they're better off using desktop for visiting the site.

Yes, and I wouldn't even put up a page for mobile users. In fact, I would check their user agent and send them to some ad service to generate some money

inform them about why the site isn't optimised for mobile, or do what ecko said.
There's no point in optimising a website for mobile if a very small percentage of users are mobile based.

I don't see why not? The market is booming for responsive web design, everyone seems to want it so if you can put it on your portfolio that you're able to do it, AND have working examples then good stuff... Although it isn't always necessary.

Taken into account what others have said + what others have said on forums and I think I'll take the approach of making it work for mobile by default then it's sorted all round - its good practice and it's just a more friendly UI for those small percentages.

Then again, if I'm not happy with the result then I'll revert back to the original idea - both work.
