How to start a Emulator

Hello guys i was thinking of coding my own Emulator from srtach like i don't wanna use people Emulator because it bugged well not Jammy or Rasta but some emulator are like how do i start my own emulator post below

You learn a programming language in-depth and then learn how packets work and their structure for the version you're doing.
Don't even try to make an emulator because you'll fail considering you aren't a good programmer.
