How to make users able to post under news articles?

I noticed this option on allot of other hotels. Although mine does not have this option. Does anyone know how to make it let users comment below a news article?

I'm simply saying you can't just enable it. Also coding it takes some effort, and with the information you give us we can't do anything for you, and saying it like that doesn't make people want to do it. Try to open a thread in the Request section of Coders Paradise to code it for you.
