How do i set up a A-Record on my domain?

Well i want to change my server ip from 72.51.38.209:30465 to something like mydomain.com or something. I have a domain that i want to set it up on. and i googled stuff like this and it usually comes up as setting up a A-Record. But i can't figure out how. can anyone help please?

You need to go to somewhere DNS management, then add 2 A-record and the value will be 72.51.38.209:30465. So when we visit that domain, it displays the content of 72.51.38.209:30465.
