Add an Layer instead of adding it on same one as the bg

Make sure the logo/graphic is .GIF and then, providing you're using Paint .NET, drag the file from your folder into the banner and then a dialog box will come up.

Click 'Add layer' and then you're done! You should now be able to move it about and resize it. Now you shouldn't see that transparency pattern or a black background anymore.​
