How can i customize room navigator?

Briefly, what I want to do is:

1) I want public rooms to also appear in the all rooms list
2) I want list view to be default instead of room photos in all rooms section
3) I do not want there to be classification according to room categories in the all rooms section, all of them should appear under the "All rooms" label.
