Help (Problems with opening up a retro)

As the title says, I have been having problems of putting a retro up. I've been out in the retro scene for a while now and I have no ideas of what emulator is probably working as of today and what CMS I should use to put one in. Anyone would like to share out their ideas? Your help will be gladly appreciated
