Emulator and Remote Users Not Connecting

I am attempting to run a VPS Emulator on IIS. Where i am at currently is I had to shut my firewall off to see if it was a firewall issue, but that doesn't seem to have solved this.

Basically, my Emulator and my connections are not syncing, it seems. The emulator gets no logs of any connection at all. I can load /client and get to either 29%, or 36% or somewhere round 50% and then the screen goes blank. I'm not sure what to check and where I could be off. I've tried loads of combinations of port 30001 and 30000 and it appears the mysql is connected to both the Emulator (as it runs) and the CMS (as I can register). What can cause this to not load, please?

Do you get any errors in the dev console when trying to load the client?
Does it get ever get to 76%?
