Does anyone know how to find out whos DoSing you and block there IP?

Does anyone know how to find out whos DoSing you and block there IP?

CMD Prompt:
netstat -n

See who's Foreign IP is appearing most with different ports, Probably them..

And to block them - IDk how Theres a program called peerblock - That might help
