Yes it does.... i'm running a retro on windows 8 and xampp is fine..

You can use any platform to 'make a habbo' however to use a working server you will need to use the correct platform.

Well, you can run on any OS apart from Linux. (Unless you know how host an Emulator elsewhere). But I'd advise you to use Windows Server 2008 (if on a VPS) or Windows 7 seeming as those are what most Habbo related servers are compatible with.
