The PayPal error system is fucked up. Most of the time you get errors like that, and if you have enough money you get the message "you don't have enough money". So that doesn't say anything.

Just wait a day and try again/try it multiple times. Maybe you can transfer the money to

You've obviously entered incorrect information or your bank do not support Paypal, either way it's nothing to do with the forums.
