Can I use a site to connect to a static ip (a friends ip)

Oh sorry I miss understood what you wanted. You'd have to set it up as a proxy then log in to.

Go to your network settings, then properties. Then press properties on the first option. When it opens change Auto obtain IP to the IP you want.

Yes, that. Type in the IP you want to use in all of the property sections. That should work!

We can't exactly write that for you. You need the details to input in there for you to use a certain IP address. It could also take 24hr's to take affect and also in that 24hr's you have to turn your internet off..
