How do i make user get 50000 shells every 15 min, just like you get pixels and credits every 15?

Hello DevBest! I wanna have all users that register to have vip with the commands that comes for it, but in phoenix 3.11.0's database there is a diffrent tabel in the sql for vip were the commands is and not in the premissions tabel. So i have to do it by hand every time and that is just a pain...
