I agree. How would it ruin the community? - If anything it would make it bigger and stronger. Why? Because there would be more sections and stuff which people would be interested in, therefore they join and become an active member to the section they enjoy.

A virus scan can be faked, most users check for virus scans before they download anyway.

The way I got my IP changed is, I gave my IP to a friend which Ddoss'ed it for me. My internet cut out for about 5 minutes and then went back online, I asked if he had stopped and he said no, I checked my IP and it had change. But, it depends who your ISP is.
