Im using a ubercms and running a bcstorm emu on my localhost and i wanted to know how to fix this problem If you cant read the message in the box it says "There was no user found with your session ticket"

I have my retro up on my localhost but i keep getting this "Deprecated: Function set_magic_quotes_runtime() is deprecated in C:\xampp\htdocs\global.php on line 30" on top of ever page i go to also my client is not working at all im using a PHEmu and a Ubercms. Help.
