@Thom SWF pack are outdated I believe, and some aren't working. Use the recommended SWF pack Aaron puts on every release thread of Phoenix Emulator on 0fagu.
The cost_snow value for shells is 4.
Then set your cost_credits to 0 and set the shell price of your item on the cost_pixels column or something similar.
