When I go to localhost/cms, this is what happens:

And this happens when I go to housekeeping:

Obviously I know it has something to do with the CMS, but I don't know what?

... It's not xampp it's the CMS folder in my htdocs.. -.-
I advise finding a different release. Although he's right, it could be that you're using a new version of xampp whch show's these errors because it runs a newer PHP version from when PHPretro was coded, in which case, try using an older version of xampp.
