Yes If i bought a 50$ Vps Would It Portfoward By It Self? And Do i still need to use xampp to run it?

It wouldnt need to be pf you just type the ip address. Dont need xampp if you have IIS.

P.s: Can you help me with somethin I portfowarded my port 80 and 3306 and when i go to canyouseeme.org it says port 3306 is open but not port 80 Whats the problem exactly Cause I Portfowarded Both And i dont use Skype?

Rater, yes it would be portforwarded depending on which company you chose. XAMPP uses ports 3306 and 80 which are most-likely opened on VPS's. Their online-computers!
