I'd try reinstalling PHP ( or whatever you're using ( XAMPP, MAMP, WAMP, IIS, nginx, etc ) )

i find wamp easier than xampp right? is it good and safe to host a forum with a big database or a hotel

Id suggest using IIS over wamp & xampp, but then again hosting a forum would be more beneficial on a webhost and not a windows vps
