[ Phoenix ] :enable problem [ HELP ]

Hey guys , so now i am facing a weird problem ! Why cant normal people use :enable command and only higher persons like manager and owners and co-owners can use it ? I also checked the permission_ranks , enable command is in 1 too. Any idea ?

Once You Changed in Phpmyadmin do :update_permissions (or) Restart EMU Duh..
