IIS 404.3 Error

Everything was going well until this. Been up all morning and this error is getting the best of me..

All I did was delete .htaccess and make a file called web.config with the following script

Then it gives me this error

Did you get 'URL Rewrite' in Microsoft Web Platform Installer? (WPI)

Yes, I have URL Rewrite 2.0 that I've installed from WPI.

What about PHP 5.5.x from WPI?

Actually I do not see that. The latest PHP on my WPI is 5.4.14 which is uninstalled.

That's the issue! You need PHP to be installed, Otherwise it won't let you use any PHP File.
