UberCMS can be found everywhere,even tho i would suggest using RevCMS for the moment

Yes, you need a VPS, you can purchase one of these from here:

Connections can be made as long as your VPS is up, you don't have to be online for this to happen.

never use ubercms. Uber has so many issues. THe issues are fixable, but it takes a while to fix them. Just a waste of a lifet
