He can still add furniture even without that.. lol

Just get hold of the SWF's you want, upload to your hof_furni, and make/run som SQL files. After that all you need will need to add stuff to furnidata and voila! You're finished. (this wasn't into details, as I didn't bother right now. But that's mainly what you need to do to insert the newest furnitures.)

If he rips them or w.e doesn't matter aslong as he gets hold of them.

You can only add the latest Habbo.com furnitures if someone releases them on any MMORPG Development forums including the necessary files.

There are in Habbo Hotel > Habbo Releases > Furniture Releases.
