[Help] Revcms accounts per ip

I want to change it so people can only register twice, I have changed the number to two in class.users but I can still make more then two accounts. Did I do anything wrong for it to not work? I am using a edit RevCMS by Visions Hotel.

Sometimes cache and VPS restarts help, but looks ok...

Try clearing your cache, and make sure you're not creeating one from VPS and one from laptop or something.

Is it the purge cache in Cloudflare? If so yeah I tried that and still didn't work.
