That would be because your css has set heights and widths that do not work for every screen size.

Try using % rather than px on some elements

I dont know if you want to reduce the size of <?php ?> part or you want to overlap the navbar on it, So not sure, But if you want to overlap it, Put the <div id="centercontainer"> before navbars' coding, And it should work, This has happened to me.
