If im not mistaken that is HabboPHP which you can find an active download by searching only issue is getting it to convert to IIS bc it was made for xampp.

HabboPHP is an installer that was released long ago to support v26 retros, The link he specified is using a version of HabboPHP converted to IIS. HabboPHP requires Apache which is on xampp and it is also suggested to use xampp with HabboPHP. It comes with everything premade its just an installer found at the localhost/install then you go through and and move a config.php and set the config up and you have a retro basically
