What would be the best emulator to work on?

Hello,
I'm trying to find out which emulator would be the best (in your opinion) to build upon. I don't really care if it's bug-ridden, and preferably post-shuffle. If possible could you leave a link to the emulator and SWFs, otherwise just the name will do.

Okay... Well I personally dislike Phoenix.
I'll take a look at Plus. Already tried Swift, did not like it.
