It's called MySQL, phpmyadmin and navicat is just tools to simplify the SQL tasks you want to perform.

Visual Basic Experience.

Visual Basic is not used for emulators. The language is C#.

Probably meant Visual Studio experience.

It appears this advert requires more experience with the tools required to run a retro, than the actual languages itself.

Probably just an honest mistake.
