Currently, information about the forums, it's functionality, and rules are spread over the forum. For a new user, it's almost impossible to find the Global Forum Rules. Besides them being in the signatures of a few active members, there's never any mention of them. The link in the footer also just redirects to the standard XenForo page. So, the concrete suggestion.
1. Update the contents of the help page. Add information about the forum in the help pages.
2. Move the Global Forum Rules to the help pages. A great plugin to organize them neatly would be this one:
3. Add a link to it in the header navigation. Give it a prominent place for people to find.
