I know EXACTLY how to fix this without updating.

1) Uninstall XoaCMS
2) Install a CMS that isn't sloppy and insecure.

XoaCMS v1.5 (The most stable CMS for RP's)
XAMPP 1.7.1 (It will work. It works for me)
