ok so first i ill show u what i dowloaded:

Xampp - Windows
Mysql Connector
BubbiCMS
UberEmu
Ubersql

then i tried to folow the steps given on:

You must be registered for see links

so now im stuck on the 3rd step coz ma localhost wont open >:L

if u can help ill take it in with the most thanks,and i have teamveiwer

If your local host wont open then thats not our problem? It's your shit computer.

Try re-downloading or try open with administrator.

Try Running Xammp.
Go to Your Xammp installation Directory and find xammp_start.exe. Run the Executable file.

Also Check to see what parts Apache is running on. Or try
