Ports coming up closed when they're open

I have allowed all inbound and outbound ports, and then added rules after to make sure on my VPS but I cannot connect via my pc? The website doesn't load but on localhost it's fine.
Windows Server 2012 R2, 16GB RAM VPS from OVH.
Also, when i go to whatismyip.com its a different IP from what it is on IIS?
